Zusammenfassung:	To restrain deviation of actual brake quantity between an EBS vehicle and a non-EBS vehicle.SOLUTION: An emergency brake control device 4 comprises an emergency brake control unit 13 which performs emergency brake control of a vehicle at abnormal condition of a driver, and an EBS determination unit 12 which determines whether the vehicle is an EBS vehicle 1A which installs an electric control brake system 2A driving and controlling a brake on the basis of a deceleration instruction value calculated according to control input of a brake pedal or it is a non-EBS vehicle 1B which does not install the electric control brake system.
