To provide an evaluation device and program capable of appropriately evaluating a current situation of an organization and/or employees.SOLUTION: A question database of an evaluation device for performing evaluation on the basis of answers to questions includes a plurality of first question categories, second question categories belonging to any of the first question categories, third question categories associated with one, two or more of the second question categories, a first question group composed of two or more of the questions associated with the second question categories, and a second question group composed of two or more of the questions associated with the third question categories.
