Zusammenfassung:To provide information for enabling automatic driving at a point at which the automatic driving is interrupted in the past.SOLUTION: An arithmetic unit includes a server communication part for receiving information of an interruption position being a position at which automatic driving is interrupted from an on-vehicle device mounted on a first vehicle, and receiving manual driving information being information of manual driving in a second vehicle in an area of an interruption position from an on-vehicle device mounted on the second vehicle, an extraction part for extracting a control point being a point about change in a direction of travel from the manual driving information in the area of the interruption position, and a creation part for creating knowledge information for enabling the generation of a track for changing the direction of travel of the vehicle on the basis of the control point.
