Rotation and rotation can be attained with planetary gears 205 that are fixed to the sub electrodes and engage with a stationary sun gear 204. Some of the sub electrodes can be used in a single assembly. Downward movement of the sub electrodes from a center shaft on a mount enables a portion of several inches of the surface to be machined. An assembly, which can be used in an atomic reactor during maintenance, machines a hole for a replacement manhole cover in water in an immersion-type reactor. Different rotary motion and vertical movement can be controlled independently with individual motors in the assembly.
