The fuel is mainly composed of substance having an atomic number of 3 to 8 or/and a compound of the substance having the atomic number of 3 to 8 and deuterium. The reactive auxiliary material is mainly composed of a metal oxide. For example, such as magnesium oxide or calcium oxide. The outer layer is mainly composed of the compound of deuterium and oxygen.
