METHOD FOR PERFORMING URBAN DEVELOPMENT AND METHOD FOR CONTROLLING ECONOMY

PROBLEM TO BE SOLVED: To create a mechanism for turning profit in community redevelopment to collect demand in urban development.SOLUTION: In community redevelopment, when a method is employed in which an inhabitant enjoys development profit and a part of profit is passed to enterprises through a public service body, the inhabitant is likely to be gathered toward community development, urban development is promoted, and large-scale community development becomes possible in an area separated from a city center. Only by controlling a manpower distribution factor of enterprise at a level where recession is avoided, fairness of taxation is kept rather than enterprise tax and income tax, resulting in increase in income and increase in expenditure much more directly than current enterprise tax, income tax, and public investment.SELECTED DRAWING: None 【課題】都市開発において、地域再開発で利益を回すメカニズムを創り、需要を集める。【解決手段】地域再開発で開発利益を住人が享受し、利益の一部を公共事業体を通して企業に流す方法を取れば、住人は地域開発に向け結集しやすくなり、都市開発が促進され、大規模な地域開発が都心を離れた地域で可能になる。また、不況に陥らない水準に企業の労働分配率を制御するだけで、企業税や所得税よりも税の公平性は保たれ、今の企業税や所得税や公共投資より遥かに直接的に所得が増え消費も増える。【選択図】なし
