Zusammenfassung:	PROBLEM TO BE SOLVED: To produce carbonized fuel while controlling the ratio of removed chorine.SOLUTION: Carbonized fuel 8 is produced by controlling the processing temperature in a carbonization apparatus 1 for carbonizing biomass (woody biomass) by controlling means 21 to control the ratio of removed chlorine (state of removing chlorine), whereby preferred (low priced and chlorine-containing) woody biomass can be chosen based on the production cost thereof and exhaust cleaning capability according to the condition of a chlorine cleaning system or the like on the part of a user of the biomass 8 without restrictions on the state of chlorine content in the woody biomass to be used.SELECTED DRAWING: Figure 1 【課題】塩素の除去率を調整して炭化燃料を製造する。【解決手段】バイオマス（木質バイオマス）を炭化する炭化設備１での処理温度を制御手段２１により調整し、塩素の除去率（除去状況）を調整して炭化燃料８を製造し、使用する木質バイオマスの塩素の含有状況の制約を受けることなく、炭化燃料８を使用する側での塩素の浄化システム等の状況により、製造コストと排気ガスの浄化性能に基づいて任意の（安価で塩素が含有されている状況の）木質バイオマスを選択する。【選択図】図１
