An elastic body (15) applying an elastic force to an opening side with respect to the lid body (9) is installed inside the base body (8) in a longitudinally movable manner for adjustment. A sensor element (16) detects a predetermined angle opening operation of the lid body (9) as a remained amount of wire in the pack wire storage container (C) has become less than a predetermined amount, whereby, the wire cutting state is detected in advance and an alarm is issued.SELECTED DRAWING: Figure 1
