PROBLEM TO BE SOLVED: To achieve smooth business execution by a user using an image formation apparatus and promote payment of a charge by the user.SOLUTION: A management system 100 which includes an image formation apparatus 150 in which the first upper limit value for the use amount is set and a management device 110 which manages the image formation apparatus 150, comprises a management part 120 which manages the adjustment amount expressing the use amount usable exceeding the first upper limit value, calculates the second upper limit value on the basis of the first upper limit value and the adjustment amount, and transmits the second upper limit value calculated at the prescribed timing to the image formation apparatus 150 whose operation is limited on the basis of the second upper limit value.
