The network controller 5 comprises a path control unit 17 for performing band limitation and path allocation on the network, when the band control mode changeover command and the path control mode changeover command are received from the client terminal 3. 【課題】ネットワークのユーザ側からネットワーク切替を実施することが可能となり、災害時においても、リアルタイム映像を遠隔地から確実に取得して複数の端末間で情報共有を図る。【解決手段】クライアント端末3は、統計ログサーバ9bから受信した統計情報に基づいて、ネットワークNが輻輳状態となる前段階の輻輳前状態であるか否かを検知し、映像・音声サーバ9aから受信した情報を表示し、ネットワークの帯域、経路割り当てを変更するための切替操作を入力し、ネットワークNが輻輳前状態である場合、切替操作があった場合、帯域制御モード切替命令、経路制御モード切替命令をネットワーク制御装置5に送信する制限命令生成手段を備え、ネットワーク制御装置5は、クライアント端末3から帯域制御モード切替命令、経路制御モード切替命令を受信した場合に、ネットワークに対して帯域制限、経路割り当てを行う経路制御部17を備える。【選択図】図1
