PROBLEM TO BE SOLVED: To provide a communication service control device that achieves a service that allows a user to communicate by use of virtually set identification information different from identification information specific to a terminal.SOLUTION: A communication service control device comprises: service information storage means that stores service information including virtual identification information given to a first communication terminal comprising specific identification information, association of the specific identification information with the virtual identification information, and registration identification information specifying a call incoming destination communication terminal; and service control means that determines a call origination source on the basis of call origination information from a communication terminal, performs call origination processing by converting the call origination source identification information included in the call origination information into the virtual identification information when the call origination source is the first communication terminal, and performs call incoming processing to a call incoming destination communication terminal when the call origination source is a second communication terminal other than the first communication terminal, and opposite party identification information included in the call origination information accords with the virtual identification information.
