Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a power management system, a power management device, a power management method, and a program, capable of serving as a power management system for attempting autonomous operation in a region having a plurality of facilities and appropriately operating load-carrying devices in each facility.SOLUTION: A power management device for managing regional power shuts down power supply from a commercial power supply circuit to an inner region power network when an abnormality occurs with the commercial power supply circuit. Then, the power management device determines a power supply device for supplying power in a facility on the basis of emergency power demand information containing information on a power requesting device to which storage power supply of an inner region storage battery is desired in a facility when an abnormality occurs with the commercial power supply circuit. The power management device controls the inner region storage battery, and a power distribution circuit or device via a communication network so that the storage power in the inner region storage battery can be supplied via the inner region power network for the power supply device determined.
