The lower seismic control frame 3 assembles two lower inclined frame members 15 in a reverse-V shape, and a connecting member 16 is extended between those inclined frame members to be a stationary state. Bottom edges of both of the lower inclined frame members 15 are bonded to lower layer portions. The vibration control device 4 connects the bottom edge of the upper seismic control frame 2 to the top edge of the lower seismic control frame 3 each other via a viscoelastic body 22. A guide frame 5 is provided so as to contact an outdoor side surface or an indoor side surface of the upper or lower seismic control frames 2 or 3.
