Zusammenfassung:	PROBLEM TO BE SOLVED: To connect a portable terminal as a man-machine interface device of a monitoring device without any special operation.SOLUTION: A portable terminal 3 includes an IC tag 32. When an operator puts the portable terminal 3 close to a desired monitoring device 1 among a plurality of monitoring devices 1, an IC tag reception device 13 of the monitoring device 3 detects the IC tag, and processing for connecting with the portable terminal 3 is started. The portable terminal 3 is connected to the monitoring device 1 through a radio transmission/reception part 34, a radio transmission/reception device 14, etc. The operator is able to grasp the state of a system to be monitored and to issue an operation request through the portable terminal 3.
