Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a mixing device and a mixing method capable of obtaining a uniform mixed result without destroying solids, even when mixing various solids having different specific gravities.SOLUTION: In the state of adjusting a water level inside a mixing tank in which various solids and water are housed to a prescribed high water level determined beforehand, the various solids are mixed by circulating the various solids and the water from a lower layer part to an upper layer part of the mixing tank (S2-S3). Thereafter, in the state of adjusting the water level inside the mixing tank to a prescribed low water level determined beforehand, that is lower than the prescribed high water level, the various solids are mixed by circulating the various solids and the water from the lower layer part to the upper layer part of the mixing tank (S4-S5).
