A representative coefficient of a control object 20 represented by a mathematical model is dynamically estimated from a control input 22 and an output 24 by the representative coefficient setting unit 12, the estimation result is taken as a set value 16 of the representative coefficient, and the set value 16 is used to calculate a control parameter 18 of a controller 30 controlling the control object 20 by the control parameter calculation unit 14.
