PROBLEM TO BE SOLVED: To obtain a page number considered to be a page number corresponding to an image read from a sheet-like information recording medium if the page number corresponding to the read image cannot be identified by a code image included in the read image.SOLUTION: Page number identification means identifies a page number corresponding to each scan image within a scan image column on the basis of a reading result of a QR Code image within the scan image (S103 and S104a). Page number determination means determines a page number corresponding to an abnormal scan image that is a scan image whose page number cannot be identified by the page number identification means, on the basis of: a position of the abnormal scan image in the scan image sequence; a position in the scan image sequence of a normal scan that is a scan image whose page number has been identified by the page number identification means; and the page number corresponding to the normal scan image (S107, S107a, S108 and S108a).
