Zusammenfassung:	PROBLEM TO BE SOLVED: To provide: a new dielectric porcelain composition having high relative permittivity and obtainable of high insulation resistance by suppressing grain growth of crystal grains; and electronic parts such as a laminated ceramic capacitor using the dielectric porcelain composition as a dielectric layer.SOLUTION: There is provided a dielectric porcelain composition containing as a main component a hexagonal crystal of barium titanate expressed by general formula: (BaM1)(TiM2)O(wherein M1 is at least one element selected from La, Ce and Bi; M2 is at least one element selected from Cr, Mn and Ga; A and B satisfy a relation of 1.085≤(A/B)≤1.200; α and satisfy relations of 0
