PROBLEM TO BE SOLVED: To reduce delay time.SOLUTION: A buffer 151 stores packets sorted into a transmission device 150 among a plurality of ordered transmission packets. When disposal conditions of the packet stored in the buffer 151 are satisfied, a selection part 152 selects the packet to be disposed from the packets stored in the buffer 151. An addition part 153 and a transmission part 155 add and transmit disposal information which can specify an order of the packet selected by the selection part 152 and indicates that the selected packet is disposed to a packet whose order is prior to the selected packet.
