ARRANGING AND WIRING DEVICE

PROBLEM TO BE SOLVED: To provide an arranging and wiring device performing a layout design so as to avoid a detour of signal wiring.SOLUTION: An I/O cell arranging unit 32 arranges a logic cell. A wiring arranging unit 33 arranges signal wiring of the logic cell arranged by the I/O cell arranging unit 32. A wiring detecting unit 34 detects a part with no signal wiring between upper-layer wiring and follow wiring for connecting a power supply of the logic cell. A VIA arrangement unit 35 arranges a via for connecting the upper-layer wiring and the follow wiring, at the part detected by the wiring detecting unit 34. This configuration can thus perform the layout design so as to avoid a detour of the signal wiring.
