PROBLEM TO BE SOLVED: To improve an image transfer.SOLUTION: An encoder 4203 encodes live image data showing scenes captured by an imaging surface to create a broadcast packet. A broadcast transmission circuit 4204 transfers the broadcast packet created by the encoder 4203 to peripheral smart phones 50 uniformly and periodically. The encoder 4203 further encodes stationary image data obtained based on an imaging instruction to create a unicast packet. A unicast transmission circuit 4205 executes processing to specially transfer a created unicast packet to a specific smart phone 50 in the interval of broadcast transfer.
