PROBLEM TO BE SOLVED: To accurately manage location information of moving bodies.SOLUTION: A location management device 16 comprises a reception unit, a first determination unit, and a calculation unit. The reception unit receives pieces of first identification information for identifying respective first moving bodies, signal strength associated with the respective pieces of first identification information when a second moving body which can travel in a state of towing the first moving bodies, receives the pieces of first identification information from the first moving bodies, and first location information indicating a location of the second moving body from the second moving body. The calculation unit calculates location information of the respective first moving bodies on the basis of the received signal strength and first location information.
