Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a steering control apparatus and a steering control method for a vehicle in which, even when a steering wheel and a turning wheel are mechanically combined during overheat of a turning motor, an increase in a steering torque to be loaded on a driver can be suppressed.SOLUTION: It is determined whether or not the temperature of a turning motor 2 which turns a turning wheel 24 according to the operation of a steering wheel 32 exceeds a preset clutch fastening temperature. When it is determined that the temperature of the turning motor 2 exceeds the clutch fastening temperature, even after a clutch 6 in an open state where a torque transmission path between the steering wheel 32 and the turning wheel 24 is mechanically separated, is switched to a fastened state where the torque transmission path is mechanically connected, a target turning angle corresponding to the operation of the steering wheel 32 is calculated, and driving control of the turning motor 2 controlling turning toque in accordance with the calculated target turning angle is continued.
