PROBLEM TO BE SOLVED: To provide an image processing apparatus, an image processing method, and a computer program capable of binarizing an inputted image so as to accurately distinguish character portions and a background portion from each other.SOLUTION: An image reader 10 comprises: an edge pixel extraction part 101 for extracting edge pixels from an inputted image; a first histogram generation part 103 for generating a first histogram with respect to the luminance value of each edge pixel; a second histogram generation part 104 for generating a second histogram with respect to the minimum luminance value of a neighboring pixel of each edge pixel; a static threshold calculation part 105 for obtaining a static threshold according to the first histogram and the second histogram; and a binarization part 106 for binarizing the inputted image using the static threshold.
