PROBLEM TO BE SOLVED: To facilitate a determination of pins of nets to be paired.SOLUTION: When a first pin group 3 including a plurality of pins p1-p4 having nets A-D of wiring, and a second pin group 4 that is a connecting destination of the wiring of the respective pins p1-p4 of the first pin group 3 and includes pins p5-p8 having nets A-D are given, a pair candidate determination part 1b determines, as pair candidates, the pins p1-p4 and p5-p8 located within a predetermined distance in each of the first pin group 3 and the second pin group 4 and having the same nets A-D. The pair determination part 1c determines pairs of the pins p1-p4 of the first pin group 3 and the pins p5-p8 of the second pin group 4 using the pair candidates determined by the pair candidate determination part 1b.
