PROBLEM TO BE SOLVED: To realize rapid temperature control with saved power.SOLUTION: A fixing device comprises: a rotatable fixing member; and heating means for heating the fixing member, the fixing device fixing a toner image to a transfer material by the fixing member heated by the heating means. The fixing device comprises: temperature detection means for detecting the temperature of the fixing member; and temperature control means for controlling the temperature of the fixing member. When the temperature control means performs heating operation of restoring operation in which the fixing member is rotated from the standby operation in which the fixing member is heated in a stationary state and the temperature is raised to paper passing temperature by PI control, the above problems are solved by excluding temperature information corresponding to the area of the heated fixing member during the standby operation obtained from the temperature control means from the target of the PID control in the restoring operation.
