In the method, the pulsed laser beam scans the surface of the material in such a manner that overlay ratio of the neighboring irradiated spots is within the range of 92 to 99 area% in the direction (X direction) perpendicular to the direction (Y direction) to which the preliminarily assumed repeated load is applied.
