The simulator connection part 501 instructs the simulator to restart when the time information notified from the simulator does not reach the reference time, updates the reference time so as to advance by the advance unit time when the time information notified from all the simulators becomes the time after the reference time, and instructs all the simulators to restart, whose time information have not reached the updated reference time.
