PROBLEM TO BE SOLVED: To perform communication control in units of users making use of plural terminals, and thereby increasing the convenience of users when they use communication services.SOLUTION: A communication control system 1 is comprised of plural switching equipment and control devices, in which switching equipment 3a and 3b each have a communication status measurement unit 32 which measures communication track record data of mobile communication terminals 2a and 2b, and a communication track record transmission unit 34 which transmits communication track record data along with user identification information. An HLR 5 includes a communication remaining amount storage unit 52 which has user identification information and communication remaining amount data associated with each other stored therein beforehand, a communication track record receiving unit 53 which receives communication track record data, a communication track record summation unit 54 which sums up the communication track record data corresponding to each of the user identification information associated with each other in the communication remaining amount storage unit 52, a communication amount comparison unit 55 which compares the communication remaining amount data and the summation result, and a restriction signal transmission unit 56 which transmits a control signal for restricting communication based on the comparison result.
