PROBLEM TO BE SOLVED: To provide an information providing system using a non-contact type IC tag, capable of providing information corresponding to each user using the non-contact type IC tag: and to provide an information providing server used therefor, an information providing method, and an information providing program.SOLUTION: When a writer ID acquired by a portable terminal 30 when a portable writer terminal 20 is held up to the portable terminal 30 is not registered in an own apparatus, an information providing server 10 transmits page information for registering a member to the portable terminal 30 as display information; when the acquired writer ID is registered and an ID identical with the portable terminal ID that is acquired from the portable terminal 30 is registered, transmits the corresponding registration information of the registered user to the portable terminal 30 as the display information; and when the acquired writer ID is registered but the ID identical with the portable terminal ID that is acquired from the portable terminal is not registered, transmits corresponding screen information for providing to general users, to the portable terminal 30 as the display information.
