The device includes: a load determination device for acquiring node data of a processing object from a node data storage storing node data including identification information to indicate a node of the processing object and the load information of the node, and detecting a node of a high load on the basis of the node data; a load distribution processor for distributing the data included in the node determination device to be a high load into a plurality of nodes by the load determination device; and a decision tree generator for generating the decision tree by the MapReduce processing from the processing object node including the node distributed by the load distribution processor.
