A connecting key 7 capable of being interposed across the outward and inward recesses 5 and 6 is provided in such a manner as to be capable of being housed in a temporary placing position to recede into the back from an entrance of the outward recess 5; a pulling mechanism 8 for pulling the connecting key 7 toward the inward recess 6 from the temporary placing position in a position to be interposed between both of the outward and inward recesses 5 and 6 is provided in the outside pipe portion 4; a holding mechanism 12 for positioning the connecting key 7 in the circumferential direction of the inside column portion 3 is provided; and an alignment mechanism 16 for aligning the pulling mechanism 8 and the connecting key 7 in a circumferential direction when fitting the inside column portion 3 into the outside pipe portion 4 is provided.
