The fermentation tank 21 internally incorporates a fermentation chamber C for treating the material to be treated by fermentation, an outer shell part 23 formed symmetrically to the axis centering on the rotary shaft, a belt-like stirring blade part 24 which rises toward the center from the inner surface of the outer shell part 23 and extends in the rotary shaft direction, and an inner frame-like baffle plate part 25 with a surface formed orthogonally with the rotary shaft, rising toward the center from the inner surface of the outer shell part 23. The outer shell part 23 incorporates a receiving inlet 25A which is installed on the end part of the upper side in the rotary shaft direction and receives the material way into the fermentation chamber C and a discharge outlet 26A which is installed on the end part of the lower side in the rotary shaft direction and discharges the material which is through with fermentation treatment inside the fermentation chamber C.
