When a reference tag 45 receives the radio waves, the reference tag 45 transmits the response to the system diagnosis device 10 through the antenna 40 and the transmission/reception control unit 25 of the RW20. A response confirmation/determination unit of the system diagnosis device 10 receives and determines the response, and confirms reception of tag operating power instructed by the command by the reference tag 45 with the minimum power for recording in a recording means (not shown) as a diagnosis power value.
