A cover 4 is made of a light-transmissive resin transmitting the laser light R and covers the recessed area 2. The housing 3 includes a raised area 8 provided around the recessed area 2. The cover 4 includes a top section 4a covering the recessed area 2, a flange section 4b provided at the outer periphery of the top section 4a, a contact section 4c on which the raised area 8 provided at a part of the flange section 4b facing the raised area 8 abuts, and a wall section 4d abutting against the inner wall of the recessed area 2. The contact section 4c of the cover 4 and the raised area 8 of the housing 3 are laser welded, and the resin of the raised area 8 melted by the laser welding is prevented from flowing into the recessed area 2 by the wall 4d.
