The magnetic field-generating means 82 is arranged by decentering the center P' of its own cross-section to the center P of the cross-section of the developer carrier 81, in an approaching direction to an image carrier 1. Furthermore, a developer-exfoliating means 90 is arranged, by the decentering, in the vicinity of a position which is farthest away from the image carrier 1, in the magnetic field-generating means 82, the developer-exfoliating means 90 being provided with: an exfoliating magnet 90B having a plurality of magnetic poles and a magnetic pole arrangement which exfoliates the developer which is not fed to the image carrier and remains on the surface of the developer carrier; and a conveying member 90A which conveys the exfoliated developer.
