Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a cutter device properly preventing a recording medium from being looped without obstructing cutting operation, and also to provide a recording device. SOLUTION: This cutter device 6 is installed on the downstream side of a discharge part 5 for discharging a paper roll R subjected to recording treatment, and is equipped with: a restraining member 61 for restraining the height position of the discharged rolled paper R; and a cutter unit 62 for shearing the rolled paper R by moving in the lateral direction orthogonal to the discharging direction of the rolled paper R. The cutter device adopts a structure in which the restraining member 61 is moved between a first position which is located inside the moving path of the cutter unit 62 and a second position which is located outside the moving path of the cutter unit 62.
