SOLUTION: This charge control device 10a for charging the power storage device (secondary battery 5) includes a detection unit 13 which detects the DC voltage value of the secondary battery 5, a charge power control unit 12 which sets a charge operation permission time zone when charging the secondary battery 5 is possible, computes a charge time that is required to charge the secondary battery 5 based on the voltage value detected by the detection unit 13, and decides the charge starting time at random from the charge start permission time zone based on the charge operation permission time zone and the computed charge time, and a power charging unit 11 which starts charging the secondary battery 5 at the charge starting time decided by the charge power control unit 12.
