The inorganic filler contains at least one selected from silicon, aluminum, and magnesium as a component. The inorganic filler contains silicate. In the manufacturing method, the molten second layer is formed on the first layer, and the elastomer composition of the first layer and the radiation cross-linkable fluorocarbon resin of the second layer are cross-linked in a lump.
