A second movement magnetic field generator 12 having a core 21 wound with a coil 10 and generating a second movement magnetic field for applying a swirling flow to the molten steel in the part lower than that of the mold 1 is provided. The swirling direction of the first movement magnetic field and the swirling direction of the second movement magnetic field are the same. The distance A3[m] from the lower edge 20d of the core 20 in the first movement magnetic field generator 5 to the upper edge 21u of the core 21 in the second movement magnetic field generator 12 is 0.3 to 0.7.
