SOLUTION: In the image forming apparatus including a toner carrier 1 having the plurality of electrodes 11, the first voltage applying means applying voltage to the plurality of electrodes so as to generate a hopping electric field, a hole forming member in which a plurality of through-holes 41 are formed and which faces the toner carrier, the plurality individual electrodes 42 arranged on at least ones of the peripheries and inner walls of the holes of the toner carrier facing surface of the hole forming member corresponding to the respective through-holes, and the second voltage applying means applying voltage to the individual electrodes so as to generate a flying electric field by which toner flies at least from the toner carrier to the individual electrodes side, the toner T is electrostatically charged in negative polarity, the first voltage and the second voltage higher than that are applied to the plurality of electrodes 11, the third voltage lower than the second voltage is applied to the individual electrodes 42 when the flying electric field is not formed, and the absolute value of the difference between the third voltage and the second voltage is larger than the absolute value of the difference between the third voltage and the first voltage.
