When a request load of the internal combustion engine becomes a higher load than a predetermined reference in cold time of the internal combustion engine, a low lift characteristic capable of securing the suction air volume of not lacking in the request load, is calculated when setting only one intake valve to the low lift characteristic, and the timing in the latter period of a valve opening period of the intake valve set to the low lift characteristic, that is, timing when a lift quantity of the intake valve becomes a lift quantity of non-interfering between the intake valve and the injection fuel, is calculated, and the variable valve train is controlled for setting the one intake valve to the low lift characteristic, and the fuel injection valve is controlled so as to start fuel injection on and after the calculated timing.
