SOLUTION: The system includes a fuel cell stack 10 containing a plurality of unit cells, control circuits 20, 30, 40 connected to the plurality of unit cells for measuring each voltage of a corresponding optional plural number of the plurality of cells with supply of power supply voltage and reference voltage from the optional plural number of unit cells out of the plurality of unit cells, and constant voltage generating parts 50, 60, 70 for supplying the control circuits with the constant voltage higher than the power supply voltage by a floating voltage.
