PROBLEM TO BE SOLVED: To reduce cases in which handover fails by restriction of Admission Control of a base station at a transfer destination in the handover of a terminal. SOLUTION: The base station has: a band information notification part which mutually notifies free bands in bands which can be assigned to terminals to be controlled belonging to a QoS class to which band assurance becomes necessary among terminals with neighboring base stations; and a candidate selection part which predicts whether or not the terminal to be controlled is determined as impossible to be stored by the Admission Control based on the free bands of the neighboring base stations for each neighboring base station, and for neighboring base stations predicted to be determined as impossible to be stored, excludes the neighboring base stations from candidates of a transfer destination base station of the terminal to be controlled when a self-station becomes a transfer source base station of the terminal to be controlled.
