The inner shaft member 3 is fitted to an inner peripheral surface 4 of the outer member 2 with an interference fit via the bearing bushing 7, individual sliding surfaces of an inner peripheral surface 6 of the bearing bushing 7 and an outer peripheral surface 5 of the inner shaft member 3 are formed of a synthetic resin, and the synthetic resin for forming both sliding surfaces is a combination wherein frictional torque between both sliding surfaces under pressurization based on the interference fit is within a designated range.
