SOLUTION: The method for producing a cement composition comprises: a stage where a water-soluble alkali amount in a cement composition is regulated by adjusting the raw material preparation ratio of clinker so as to fire the clinker; and a stage where the clinker and gypsum are mixed and pulverized so as to obtain a cement composition having a water-soluble alkali amount of 0.10 to 0.35 mass%. In the mineral composition of the cement composition, a C3S amount is 30 to 70 mass%, a C2S amount is 5 to 55 mass%, a C3A amount is 1 to 15 mass% and a C4AF amount is 7 to 15 mass%.
