When an instrumental seismic intensity meter 8 for measuring an intensity level and/or a fire occurrence reception sensor 9 for sensing fire occurrence or the sign of the fire occurrence senses a disaster level equal to or more than a predetermined threshold, an elevating and lowering cylinder 11 for lifting up the rear side of an attachment/detachment frame 10 is operated. Then, a fire extinguisher set 1 on the attachment/detachment frame 10 is automatically carried out to an external part from the front side of the outdoor disaster prevention box S, and set to be freely movable. Furthermore, a publicity server 15 outputs a disaster occurrence prompt report including information about risk avoidance to a TV monitor 16, and also makes a publicity announcement to a terminal 17 in a peripheral building and a disaster prevention center 22 via a broadcasting and announcing means 19.
