Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a retardation substrate, including a phase difference layer, which hardly causes alignment defects, and has uniform phase difference and excellent film thickness. SOLUTION: This retardation substrate includes: a base material 110; a solidified liquid crystal layer 130 supported on the base material and having optical anisotropy; and an alignment regulating layer 140 which is a layer below the solidified liquid crystal layer and performs alignment for the solidified liquid crystal layer. The alignment regulating layer has a projecting part (a) projected from a reference surface (b) in an interface with the solidified liquid crystal layer, and the maximum angle made between the side of the projecting part and the surface of the base material is from 1-10°.
