Gas generated in a fire grate part 2 and a thermal decomposition residue melting unit 3 is passed through the wastes charged from the top part and filled in a drying shaft part 1 to dry the wastes, the gas passed through the wastes is discharged from the top part, and the wastes dried in the drying shaft part 1 are subjected to the thermal decomposition by the fire grate part 2 to generate the thermal decomposition residues. The thermal decomposition residues generated by the fire grate part 2 are fed, and burned and melted with a coke bed formed in the thermal decomposition residue melting unit 3 as a heat source.
