SOLUTION: The discharge rate of the dam has a feature of varying stepwise. A result curve of a discharge rate of an upstream dam and a result curve of an inflow rate of a downstream dam are therefore used to compute the result value of a reaching time of water between both dams. The result value of the reaching time of water according to each flow rate is stored in a table, and the content of this table is updated at any time according to the result values.
